Support items and villain costumes are sold through the black market using brokers like Giran. He provided the Vanguard Action Squad with the proper gear to help support their Quirks. Himiko Toga received the most dramatic change in costume; her equipment functions to help her gather blood for her Transformation Quirk. Other costumes, like Dabi's, seem to be completely cosmetic.
It’s a twist on the black and white flapper that I haven’t seen anyone do yet. It is a hair trickier than a black/white person though since all of your clothing (and makeup) will need to be sepia toned (ie muted yellow/brown), but I think it would be awesome if done well. The list of costumes needed includes a civil war uniform, victorian crinolines, bloomers, breeches, cravats, various wedding outfits and ball outfits.
